The Museum of the Clouds on the Hill is a museum that primarily exhibits materials related to the protagonist of Ryotaro Shiba's novel "Clouds on the Hill" and the Akizuki brothers, who were born in Matsuyama and were great figures in their own right, as well as the haiku poet Shiki Masaoka. Akizuki Yoshifuru, who served as a cavalry unit commander in the Sino-Japanese and Russo-Japanese Wars, played an active role in the wars. His younger brother, Akizuki Masanosuke, served as a staff officer in the Japanese fleet in the Battle of the Japan Sea and fought against the Baltic Fleet. Both Akizuki brothers, who were born in Matsuyama, contributed to Japan's victory in the Russo-Japanese War. The museum explains the Meiji period, when Japan began to move towards becoming a modern nation, from various perspectives, and even those who have not read the original work can easily learn from it. There is also a wall displaying all of the articles of "Clouds on the Hill" serialized in the Sankei Shimbun, which can be immersive for visitors. The second floor is open free of charge and visitors can enjoy the green landscape of Matsuyama Castle from the Library Lounge.
